Are the telecoms trying to get permits to put up cell antennas near the public schools in your city?
You can ask the school board for time on the agenda of an upcoming school board meeting to address them on this issue. Both the California Education Code and the Bylaws of the EGUSD school board provide for this. I did this back in 2016 to talk to them about the hazards of wifi in the classrooms and the alternative, which is hard wired internet access. They were completely uninterested and did not have anything to say, any questions, nothing. But you will get the attention of whatever other people are there or are watching / listening to the meeting, such as some teachers and maybe parents.
Here are excerpts from the California Education Code and Board Bylaw 9323 for a resident to get time on the agenda of a school board meeting.
35145.5.
It is the intent of the Legislature that members of the public be able to place matters directly related to school district business on the agenda of school district governing board meetings.

Board Bylaw 9323. It cites the part of the Education Code that I mentioned.
2. At a time so designated on the agenda, members of the public may bring before the Board, at a regular meeting, matters that are not listed on the agenda. The Board may refer such a matter to the Superintendent or designee or take it under advisement, but shall not take action at that time except as allowed by law. The matter may be placed on the agenda of a subsequent meeting for action or discussion by the Board. (Education Code 35145.5, Government Code 54954.2)

You can write to your school board and ask for time on the agenda of a school board meeting to make a presentation and slide show. Ask for 20 minutes and see what they give you.
Your subject must be within the jurisdiction of the school board, such as wifi or 4G and 5G in schools.
Be prepared. You can use slides for your presentation, at least back in 2016 in Elk Grove. Have a specific request or request, make it clear, say it near the beginning of your presentation, and send it to them at least 1 day prior to the board meeting. They should know the basics of what you are going to say before you begin speaking. Also, since your presentation will be on the agenda the Board will have to allow public comments on it. That means that if your friend attends the meeting he or she can comment on your presentation and can also comment on the broad subject, let’s say health effects of EMF, as part of public comments on items not on the agenda. That is two 3 minute public comments. The more people who do this the better, especially if everyone is prepared and you coordinate with each other.
