The City of Elk Grove is facing, and will soon make, one of the most significant and far reaching decisions in the City’s history. AT&T has filed an application for a zoning code amendment and proposed an agreement with the City. Both of these work together. Their purpose is to change the permitting process by excluding the City Council and Elk Grove residents so that AT&T can get dozens of permit applications approved at once for 4G and 5G cell antennas on telephone poles and light poles in residential neighborhoods.

The Department of Public Works, which does not hold public meetings, would review and approves these applications. They would not have any discretion and would only review them using a pre-approved checklist.
As a result the first time a resident or neighborhood would find out that the City had approved 4G and 5G cell antennas up and down the streets would be on the day the AT&T truck pulled up. By then it would be too late. Residents would have NO recourse, even to the City Council, and no ability to cause AT&T to turn the powerful, hazardous electromagnetic radiation off or down. We would be subjected 24/7 to involuntary exposure to this known toxin and pollutant.
According to thousands of scientific studies not done or financed by the wireless carriers, long term exposure to non-ionizing radiation from cell antennas and towers causes a wide range of health impacts. It affects every cell in our bodies, which evolved over thousands of years with no such radiation present. Impacts include serious damage to the immune system, nervous system, DNA damage, impairment of sperm, and structural and functional changes of the reproductive system.

The purpose of 5G is to sell more data via smart phone plans. The more data you use, the more they can bill you. 5G cell antennas are not needed for text messages or phone calls. They are used for two things: games and videos, both of which use large amounts of data.
The cities of Petaluma and Mill Valley passed ordinances in September, 2018 saying that a wireless carrier may apply for a cell antenna permit in a commercial or industrial zone, subject to certain requirements and limitations, such as 1,500′ minimum between antennas and 500′ minimum between an antenna and the nearest home (it should be 1,000′).
